A 21-year-old Ellwood City man has been charged with sexually assaulting a 14-year-old girl.
Ellwood City police charged William Edward Balin Jr. of 310 Pershing St. with statutory sexual assault, rape of a substantially impaired person and indecent assault of a person less than 16 years old.
Police said the alleged assault occurred March 1. The victim’s mother contacted police May 7, but was unable to convince her daughter to report the incident to police. The victim eventually reported the incident to police June 16.
According to police, the girl went to Balin’s home with another 14-year-old girl and a cousin of Balin’s. Balin allegedly provided the two girls with beer, police said. The victim reported she drank approximately five beers.
The other girl and cousin left, and Balin asked the victim if she wanted to engage in sexual intercourse, police said, adding she had consented.
Although the charges were filed Aug. 31, Balin has yet to be arraigned.
