Sex offender admits failure to register

NEW CASTLE — A Lawrence County man has pleaded guilty in federal court to a charge of failure to register as a sex offender.

James Andrew Williams, 45, formerly of 287 Dominick Lane, Edinburg, and Hot Springs, S.D., pleaded guilty to one count before Senior U.S. District Judge Gustave Diamond.

U.S. Attorney David J. Hickton explained that in connection with the guilty plea, the court was advised that between Dec. 1, 2009, and March 2, 2010, Williams had failed to register as a sex offender, as required by the Sex Offender Registration and Notification Act.

Diamond scheduled sentencing for 10 a.m. Feb. 27. The law provides for a total sentence of 10 years in prison, a fine of $250,000, or both. Under the Federal Sentencing Guidelines, the actual sentence imposed is based on the seriousness of the offense and the criminal history of the defendant.

The United States Marshals Service conducted the investigation that led to Williams’ prosecution.

The case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend and prosecute individuals who sexually exploit children, and to identify and rescue victims.
