Two North Hill men arrested

NEW CASTLE — Two North Hill men were arrested after neighbors alerted police of possible criminal activity.

Joseph R. Farris, 35, of 225 W. Winter Ave. was charged with four counts of theft, two counts of receiving stolen property and possession of an offensive weapon. He was been released on $5,000 bond.

Richard Ralph Cotelesse Jr., 30, is in the Lawrence County jail on a total of $15,000 bond. Police gave his address as 242 Moody Ave. and 218 E. Leasure Ave.

New Castle police charged Cotelesse with burglary, criminal trespass, four counts of theft, two counts of receiving stolen property, possession of a small amount of marijuana and possession of drug paraphernalia and conspiracy.

According to police, an officer in the 200 block of East Winter Avenue was flagged down at 11:15 p.m. Monday and told two men who did not live in the area had been seen loading an air compressor into their vehicle. One of the men was identified as Cotelesse.

Police said they stopped the car — driven by Farris with Cotelesse in the passenger seat — on Highland Avenue. In the back seat, the officer said, he saw a large air compressor and in the trunk, a table saw too big to allow the trunk to close.

Officers took the men into custody and had the vehicle towed.

Police also reported that when Farris was strip-searched at the jail, personnel found seven needles, a spoon with burn marks and a black shoe lace, which were confiscated. Police reports gave no indication that discovery had resulted in additional charges.

However, police did charge Cotelesse in connection with two additional incidents.

In one, charges are burglary, criminal trespass and theft. In the other, he is charged with credit card fraud, two counts of theft by deception and receiving stolen property. Police allege Cotelesse ran up $320 worth of charges on someone else’s credit card.
