Story Update: Man accused of leaving puppy in plastic bag in woods

NEW CASTLE — An East Side man is accused of leaving a puppy inside a plastic garbage bag in the woods.

New Castle police allege the puppy was one of a mixed-breed litter of six owned by 34-year-old Octavius Andre Tipper of 419 E. Reynolds St. Police say cruelty to animals-related charges were filed against him yesterday.

A man who contacted the police on Aug. 11 told them he discovered the puppy around 5:30 p.m. that day while mowing grass in the 400 block of Bleakney Avenue. He told police he heard a whining sound and found a white garbage bag in the weeds with the puppy inside.

The man took the dog and wrapped it in a cool, wet towel and placed it inside a crate, police said. He said the brown puppy, believed to be only a few weeks old,  was breathing hard and whimpering and its left eye was protruding from its socket when he found it.

The police took the animal to the Rainbow Veterinarian Hospital in Darlington. Because of its poor condition it was euthanized, according to city police chief Bobby Salem.

“They felt it wasn’t going to survive,” he said.

Meanwhile, officers knocked on a nearby door of 419 E. Reynolds St. several times and could hear a bigger dog barking and multiple puppies making noise inside. Two white garbage bags were next to the back door that matched the one found in the woods, police said.

Tipper opened the door and upon being questioned told police that his dog recently had six puppies. He told police that he thought the one puppy was dead, so he put it in a garbage bag and placed it in a wooded area behind his house.

The investigating officer said yesterday that Tipper has custody of the mother and the remaining five puppies.

Tipper faces two counts of cruelty to animals, one count of scattering rubbish and one count of abandonment of animals by owner.
