Man turns self in after morning shooting

NEW CASTLE — A West Side man turned himself in to police Monday afternoon following an early morning shooting.

New Castle police said Montclair Gibbs, 34, of 900 Sankey St., is accused of shooting Randy Altman, 43, of 525 Taylor St. in the arm as Altman was getting into a car outside his house on the city’s East Side.

The incident occurred just before 6 a.m., according to police.

Officers were called to Jameson Hospital to investigate. Altman said he had seen a green vehicle approach and the driver shot at him three or four times, hitting him in the left forearm. He said he ran to a house on Walls Street and his neighbor took him to the hospital.

Altman identified Gibbs as the car’s driver and said he had seen muzzle flashes coming from inside the car. Gibbs allegedly had an issue with Altman over a woman, according to police.

Gibbs turned himself in around 12:30 p.m., police said, but refused to make a statement.

He is charged with criminal attempt at homicide, aggravated assault, recklessly endangering another person, simple assault and discharging a firearm in the city.
