NEW CASTLE —
An East Side man is accused of leaving a puppy inside a plastic garbage bag in the woods.
New Castle police allege the puppy was one of a mixed-breed litter of six owned by 34-year-old Octavius Andre Tipper of 419 E. Reynolds St.
Police say cruelty to animals-related charges were filed against him yesterday.
A man who contacted the police on Aug. 11 told them he discovered the puppy around 5:30 p.m. that day while mowing grass in the 400 block of Bleakney Avenue. He told police he heard a whining sound and found a white garbage bag in the weeds and the puppy was inside of it.
The man had taken the dog and wrapped it in a cool, wet towel and placed it inside of a crate, police said. He said the brown puppy, believed to be only a few weeks old, was breathing heavily and whimpering and its left eye was protruding from its socket when he found it.
The police took the animal to the Rainbow Veterinarian Hospital in Darlington. Because of its condition it was euthanized, according to city police chief Bobby Salem.
