Meth lab charges refiled, bonds lowered

NEW CASTLE — Charges have been refiled against four people accused in an alleged meth lab case.

Their new bonds are lower than the original bonds, and at least one of them had posted bail.

The Lawrence County District Attorney’s office withdrew the charges around 12:15 p.m. Thursday, noting there was some needed evidence that had not been available for the preliminary hearings.

At that time, District Judge Melissa A. Amodie signed notices for the Lawrence County jail to release them, according to court records.

However, the four were detained in jail until the new charges were filed that evening, court records also indicate.

New Castle police refiled the charges against all four defendants around 6:45 p.m. and they were arraigned before on-call District Judge Jennifer L. Nicholson, who set bond at $5,000 each. The previous bonds had been $50,000 each.

Charged are Adam Brett Jacobs, 21, of 4106 Hollow Road; Jeffrey A. Shelpman, 25, of Apt. 615, 814 W. Washington St.; Richard Baynes, 20, of Laughlin, Nev.; Victoria Grace Pappas-Pappakostas, 21, of Apt. 309, 3315 Cloverlane Drive. A 17-year-old girl was charged by juvenile petition.

The five were arrested Sept. 19 after police found them in a Brinton Hill apartment, which officers contend had chemicals present that indicated a home methamphetamine lab.

According to Lawrence County jail records, Jacobs has been released on bail.

A new preliminary hearings for all four is set for 1 p.m. Thursday.
