California man busted on drug charges

NEW CASTLE — A California man killing time Thursday by smoking suspected weed has since been cooling his heels in Lawrence County jail.

Neshannock Township police arrested Ken Kinney Kinard, 26, of Studio City, Calif.

Police said Kinard and another man were waiting to have work done on a car when an off-duty state trooper who was there as a customer smelled the substance and reported it to Neshannock officers around 3:30 p.m. Thursday.

The trooper told them the smell was coming from the car where the two men were sitting.

Officers search the car, which belongs to Kinard, with his consent. They found seven pieces of suspected crystal methamphetamine, suspected marijuana residue throughout the car and $2,785 in cash in a suitcase, according to reports.

Kinard told the police he has a medical license to use marijuana for a heart condition. Police also said he admitted to them that he had smoked a joint.

He was arrested and police seized the cash and towed the vehicle, a 2010 Mercedes Benz.

Kinard was arraigned by District Judge Jennifer L. Nicholson on charges of possession of a controlled substance, possession of marijuana and use and possession of drug paraphernalia. She set his jail bond at $10,000.
