Man charged with 40 counts of exposure

NEW CASTLE — A Beaver Falls man faces 40 counts of indecent exposure over sex acts allegedly witnessed by a child.

Ellwood City police filed the charges against William Michael Fulmer, 35, as a result of statements made by a girl who is now 13.

Police said the alleged incident occurred last year, when Fulmer was living on Third Street in Ellwood City. The victim, who was 12 at the time, told authorities Fulmer repeatedly exposed himself in front of her and masturbated. In one instance, the girl said, Fulmer touched her with his penis.

In court papers filed in the office of District Judge Jerry Cartwright, police said they interviewed Fulmer about the claims. They said he generally confirmed much of what the girl had said.

Along with the indecent exposure counts, police charged Fulmer with one count each of indecent assault of a person under 13, indecent assault of a person under 16, corruption of minors and indecent assault without the consent of another person.

Cartwright arraigned Fulmer Thursday and ordered him held on $10,000 bond. He was unable to post bail and was lodged in the Lawrence County jail.

A preliminary hearing for Fulmer is scheduled for Thursday.
