Former courthouse worker accused of sexually assaulting girl, 8

NEW CASTLE — A convicted sex offender is facing new charges that he assaulted a girl.

The alleged victim of William Henry McFall, 56, was as young as 8 years old when she was sexually assaulted.

McFall, whose most recent address is listed as 938 Harrison St.,, is an inmate at the federal prison in Elkton, Ohio, where he is scheduled for release Oct. 27. Last year, he was sentenced in federal court to serve a year and a day in prison after pleading guilty to possession of child pornography.

However, he is now facing 16 new sex-related charges filed Thursday by the state police. They involve alleged incidents that occurred between 2001 and 2006 at McFall’s then-home at the Heritage Hills Mobile Home Park in Pulaski.

According to a criminal complaint filed in the office of District Judge Scott McGrath, state police were contacted in September last year by agents with the Department of Homeland Security. They were seeking assistance in identifying a female juvenile whose images had been found in the child pornography authorities had seized from McFall.

Initially, the effort was unsuccessful, but earlier this year, state police had received additional information from federal officials that provided new leads. Eventually, they made contact with a female, who is now 20 years old.

The female identified herself as the individual in the photos and confirmed that sex acts had taken place between her and McFall. They allegedly occurred when she was between the ages of 8 and 13.

As a result of the victim’s statements and photo evidence, McFall was charged with two counts each of involuntary deviate sexual intercourse with a person under 13, unlawful contact with a minor, statutory sexual assault, aggravated indecent assault with a person under 13, indecent assault of a person under 13, endangering the welfare of children, corruption of minors and indecent exposure.

In the earlier federal charges against McFall, authorities said they had seized 32 compact discs and two computers from his home that contained images of child pornography

In addition to the jail term, he was ordered to undergo supervised release for 10 years. He is also required to register as a sex offender under Megan’s Law.

McFall is a former maintenance worker at the Lawrence County Government Center. He retired last year.
