Charges filed on former Midwestern Intermediate Unit IV director

NEW CASTLE — The former Midwestern Intermediate Unit IV executive director has been charged with fraudulently using company credit cards for personal use.

Grove City police on Friday charged Cecelia H. Yauger, 55, of Grove City with theft and unauthorized access device fraud (unauthorized use of a credit card).

She is free on $10,000 bond. Formal arraignment is scheduled for Nov. 12 in Mercer County Court.

The criminal complaint, filed by Grove City police, was not available yesterday. Attempts to reach Yauger’s attorney, Eugene Tempesta of Cranberry, were unsuccessful.

Yauger is no longer employed, but the charges filed Friday resulted from the time she spent at the head of  the IU IV. That agency is a state organization that provides support and services to about 27 school districts in Mercer, Lawrence and Butler counties.

Former Clairton City School District Superintendent Wayde Killmeyer was hired by the board in August to head the unit.

Yauger resigned her post in April, following a month-long administrative leave. The leave was imposed after some of her expenses on an American Express credit card issued to the  IU IV were questioned.

A forensic audit of Yauger’s credit card records from 2007 through February showed that more than $71,466 of Yauger’s charged expenses apparently were not for business reasons.

At a special meeting in June, the IU board agreed to turn over its audit findings to the Grove City police department.

In her resignation agreement in April, Yauger said she would repay what the IU determines she owes for improper or unauthorized use of Midwestern resources, property or funds.
