On the Record: Today's births, police items, and district judge reports

•Accident. Police said Jeremy J. Schultz, 20, of Freedom, was driving north on Houston Road in Little Beaver Township, at 11:33 a.m. Monday and failed to stop at the intersection at Beaver Dam Road. Schultz’s car went off the road during a turn and hit a concrete culvert. Police said neither Schultz nor his 15-year-old passenger reported injuries. Schultz was cited for traveling at an unsafe speed.

•Accident. Police said Craig A. Morrow Jr., 30, of 123 Park Ave., was driving north on Hickernell Road in Perry Township, at 2:50 a.m. Sunday and failed to negotiate a curve and hit a tree. Police said his car had minor damage. No injuries were reported. Morrow was cited for DUI and other traffic violations.


•Prostitution. New Castle police arrested Ciara Rachelle Bailey, 19, of 309 Phillips St. 2, around 11:25 p.m. Sunday. Officers reported that they were working undercover on the South Side and Bailey got into their unmarked car and rode with them to Mahoningtown, where she solicited them for sexual favors. She is charged with prostitution.

•Theft. Siding was reported stolen from a house in the 1400 block of East Washington St. around 4:40 p.m. Monday.

•Burglary. A television and computer were reported stolen from a home in the 900 block of Temple Avenue between 7 p.m. Sunday and 9:50 p.m. Monday.

•Burglary. A drill press, 80-gallon compressor, kerosene furnace, circular saw, hammer drill, reciprocating saw and miter saw with a table were reported stolen from a shed in the 900 block of Temple Avenue around 1:30 p.m. Monday, and a car parked inside was scratched on both sides.

District judges


New Castle police charged the following:

•Shelly Anderson, 44, of New Castle, acquiring or obtaining possession of controlled substances by misrepresentation.

•Ciara R. Bailey, 19, of New Castle, promoting prostitution.

•Zoyie Shevitz, 20, of New Castle, public drunkenness and similar misconduct.

•Desiree Marie Thompson, 24, of New Castle, disorderly conduct.

•Krystal J. Miller, 28, of New Castle, disorderly conduct.

•Richard D. Hitchcock, 36, of Detroit, Mich., two counts each possession with intent to deliver and possession of a controlled substance, and one count each of possession of firearm prohibited and possession of drug paraphernalia.


Ellwood City police charged the following:

•N'agapa Bumpus, 20, of Ellwood City, two counts of simple assault and one count of harassment.

•James R. Kazora, 40, of Ellwood City, harassment.

•Tonia A. Kazora, 36, of Ellwood City, harassment.

•John E. Cornelius Jr., 41, of Ellwood City, public drunkenness and similar misconduct and disorderly conduct.

•James T. Hammerly, 30, of Ellwood City, public drunkenness and similar misconduct.


•Mark James Decesare, 45, of Youngstown, Ohio, charged by Mahoning Township police with two counts of driving under the influence and one count of illegal parking.

•Eugena Russo, 30, of New Castle, charged by Union Township police with retail theft.

•Christian Allen-John Fry, 20, of Edinburg, charged by state police with harassment.


•Octavius Andre Tipper, 34, of New Castle, charged by New Castle police with two counts of cruelty to animals and one count each of abandoning a dog within the commonwealth and scattering rubbish on land or stream.

State police charged the following people:

•Sarah Beitel, 44, of Slippery Rock, two counts of driving under the influence and one count each of possession of marijuana, possession of drug paraphernalia, failure to keep right and restrictions on alcoholic beverages.

•Ann Lynne Parenti, 57, of Forestville, Pa., harassment.


Neshannock Township police charged the following:

•Stefany Ann Iorio, 21, of New Castle, four counts of theft and three counts each of forgery, access device fraud and receiving stolen property.

•Ronald E. Micco, 48, of New Castle, disorderly house.

•Debra F. Micco, 45, of New Castle, disorderly house.

•Phillip A. Micco Jr., 20, of New Castle, disorderly house.

    A New Castle woman will be cited for failing to stop in time to avoid striking a stopped school bus. Neshannock police said Mary Clause struck the Neshannock bus, which had stopped in the 1800 block of Pulaski Road about 4 p.m. Wednesday.

  • North Hill man faces stalking charges

    A North Hill man is facing charges for allegedly stalking a neighbor who complained he has been watching her. New Castle police have charged Donald Dean Crews, 53, of 228 E. Fairmont Ave. with two counts each of stalking and harassment.

    A Wayne Township man is lodged in the Lawrence County jail, accused of raping a 14-year-old girl. Steven Louis Haynes, 61, of 4626 Ellwood Road was charged by state police in an alleged incident that occurred in February or April of last year at his home.

    A city police fire marshal said he hasn’t ruled yet on a blaze that ravaged two Taylor Street houses. Chris Fabian, who was at the fire scene for the duration Monday morning, said the blaze that displaced three families started in the back of a yellow, two-story duplex at 602 Taylor St.
