Man charged with rape of child

NEW CASTLE — An Ellwood City man has been charged with the rape of a child and related offenses.

In addition to two counts of rape, Pennsylvania state police have charged James Glenn Baxter Jr., 36, of 512 Orchard Ave. with two counts each of involuntary deviate sexual intercourse with a child, unlawful contact with a minor, statutory sexual assault, sexual assault, aggravated indecent assault, indecent assault and indecent exposure.

He was arraigned by District Judge David B. Rishel yesterday and lodged in Lawrence County jail on $10,000 bond.

According to police, Baxter’s alleged illicit behavior began when the victim, now 14, was approximately 10 years old and continued over a three-year period from 2009 through 2012. The behavior culminated just prior to Thanksgiving of 2012, police said.

The incidents occurred in Scott Township and various other locations in Lawrence County, police said, adding the charges were filed following a four-month investigation.
