Man accused of sexually molesting teen

NEW CASTLE — A 31-year-old man accused of repeatedly sexually molesting a teen during a four-year span is in jail.

The teen, now 18, said the alleged sexual assaults began when she was 14 years old.

New Castle police arrested Kenneth Lee Foster on Monday in connection with the allegations. Foster, who has addresses at 611 Grandview Ave. and 408 W. Grant St., is being held in the Lawrence County jail on $50,000 bond.

According to police, the girl and her mother reported the assaults Jan. 16, saying Foster was a friend of the mother. The teen said that whenever he stayed at their house, he would enter her bedroom at night and touch her private areas, thinking she was sleeping, and when he knew she was fully awake he would leave the room. She said that eventually, he had sexual intercourse with her on various occasions and that sometimes it would happen in a motel room.

She said she told her mother about the incidents Jan. 10.

The girl also told police that Foster, using his phone, had taken pictures of her in compromising positions or without clothing.

Foster is charged with 25 counts of aggravated indecent assault of a person younger than 16; 25 counts of indecent assault of a person younger than 16; 20 counts of statutory sexual assault and one count of corruption of minors.

He was arraigned before District Judge Melissa A. Amodie, who set his preliminary hearing for March 5.
