Teen accused of raping mentally disabled child

NEW CASTLE — An 18-year-old New Castle man was arrested and charged with 22 counts including rape and sexual assault.

David Wayne Talbert faces two counts of rape of a mentally disabled person, two counts of statutory sexual assault of someone 4 to 8 years old, two counts of rape, two counts of sexual assault, two counts of aggravated indecent assault, two counts of aggravated indecent assault on a person with a mental disorder, two counts of aggravated indecent asault on someone less than 16, two counts of indecent assault without consideration of another, two counts of indecent assault on a person with a mental disability, two counts of indecent assault on someone under the age of 16 and two counts of corruption of minors.

A criminal complaint was filed Friday before District Judge Scott A. McGrath.

Talbert was arrested by the Neshannock Township Police Department and awaits a preliminary hearing.
