Man arrested on mutiple charges

NEW CASTLE — A city man stopped while riding an unregistered ATV was jailed after showing alleged drug-related impairment.

Timothy Mark Clements Jr., 22, of 1806 Hamilton St., was charged with theft, receiving stolen property, driving under the influence and traffic offenses including failure to provide proof of insurance, failure to operate head lamps during hours of darkness, driving an unregistered vehicle, driving while operating privileges are suspended and driving an ATV on a highway.

He was arraigned before district Judge Scott McGrath and lodged in the Lawrence County jail in lieu of $25,000 bond.

According to state police, Clements went to a house on Marr Road, Edinburg, at 4:15 a.m. Monday and removed a 2012 Polaris 500 Sportsman, valued at $6,000. Police said he drove a mile and a half on Marr Road before he was taken into custody by Neshannock Township police.

Officers said Clements was taken to the state police station where he “showed numerous signs of drug-related impairment.”

Officers said Clements failed standard field tests, then refused three times to take a blood test.

Yes. Obama's been overstepping his authority since day one in office. It's time he pay the piper.
No. The allegations are ridiculous and the law suit is a waste of time and tax payer money.
I don't know. I'm not a huge fan of Obama, but the suit seems a little extreme.
