To Susan and Christopher West of Grove City, a daughter on Dec. 20, 2013. Both are former New Castle residents.

To Jasmine Brewer of New Castle, a son on Dec. 21, 2013.

To Lindsey Eakin of New Castle, a daughter on Dec. 23, 2013.

To Amy Louise and Jason Michael Puzio of New Castle, a son on Dec. 20, 2013, at Horizon Hospital, Farrell.

STATE

•Accident Police said Mary J. Richter, 81, of New Galilee, was southbound on Route 168 in New Beaver Borough about noon Dec. 19 and failed to yield the right of way. She turned into the path of a northbound car driven by Barbara A. Bartley, 53, of New Castle. The impact caused Bartley’s car to leave the road. No injuries were reported. Richter was cited.

 NESHANNOCK TOWNSHIP

•Criminal mischief. Four tires on the car of a Terrace North Lane resident were slashed between Saturday night and Sunday morning.

•Arrest. William Garner, 24, of 506 Erie St., was charged when officers noticed the smell of marijuana coming from the inside of his truck during a traffic stop on Wilmington Road Dec. 18.
