NEW CASTLE —
A compromise settlement for the Jameson Health Services South Campus assessment has been approved by New Castle City Council.
The assessment applies to improvements at the property — doctors’ offices and South Point at Jameson personal care home.
The Lawrence County Board of Assessment Appeals had placed a value of $748,900. Jameson appealed and county common pleas court set the value at $435,000, which is the compromise settlement.
The New Castle Area School Board also approved the compromise. The county commissioners have yet to vote on it.
OK’d on sale
Council approved a resolution at Thursday’s meeting regarding the sale of property to Horizon Supply Co.
The city purchased the property in the vicinity of White and Grove streets from J. George Construction Group LLC on June 14 for $131,500. The city used money from a state Redevelopment Assistance Capital Grant for purchase of the four parcels.
The property will be conveyed to Horizon Supply for $1.
In concurrent action, council introduced two ordinances: One executing the purchase of the property from J. George Construction and the other delivering a general warranty deed to Horizon Supply.
The company, which sells primarily to gas pipeline companies drilling for Marcellus Shale, is relocating from South Mill Street.
Council approved the city’s share of local matching funds for the New Castle Area Transit Authority.
The city’s share for the 2013-14 fiscal year beginning July 1 is $138,777, which is 5 percent higher than this year’s amount.
An ordinance banning parking in the area of Clen-Moore Boulevard and Albert Street was introduced.
Under the ordinance, parking would be banned on the east side of Albert Street between Norwood Avenue and Clen-Moore Boulevard.
Parking would also be prohibited on Clen-Moore Boulevard up to 30 feet from the corner of Albert Street.
Cpl. Christopher J. Fabian, the city’s traffic officer, recommended the change, saying there has been a problem with traffic congestion due to vehicles being parked on both sides of Albert Street and Clen-Moore Boulevard. The congestion, he said, is causing a safety hazard.

Council introduced an ordinance setting a 15 mph speed limit on Shaw Street from Quest Street to East Street.
Building plan gets approval
Council approved a land development plan for an addition to Nick’s Auto Body at 833 S. Mill St.
The addition will be in the rear of the building.
A request by EASX Corp. to subdivide a railroad right of way was granted by ordinance.
Subdividing the right of way, which runs through part of the EASX property, will enable the Ellwood Group to own everything from Moravia Street to Rail Services Corp. along the Shenango River.
