NEW CASTLE —
Tim Fulkerson and James Lombardo have announced their candidacies for New Castle City Council in the May primary.
The two Democrats said they will run as a team.
Fulkerson, who served two terms as mayor from 1996 through 2003, works for xpedx, a division of International Paper.
Lombardo works for T. Bruce Campbell Construction Co.
