City considers concession agreement

New Castle City Council plans to consider renewing a concession stand agreement tonight, but some officials aren’t happy about it.
The New Castle Area Baseball Association is seeking a renewal of its five-year agreement to operate three concession stands for another five years. The current agreement on the stands at Dean Park and Deshon Park expires March 31, 2010.
The association pays the city $1 a year to operate the concession stands, which are owned by the city.
Rob Ratkovich and Gary Bucci, president and treasurer of the association respectively, appealed to council at its work session Tuesday to approve the extension.
Bucci presented photos to council showing the result of multiple break-ins at the concession stands, adding the association has had to make repairs to the stands.
Ratkovich said a security system has been installed at all three stands and is tied in to the 911 center. The agreement with the security company covers 2009 and 2010, which is the reason the association wants to have the concession agreement renewed now, Bucci said.
Three council members ’ Karen DeCarlo, Christine Sands and Will Quimby ’ said they don’t have a problem extending the agreement.
However, Councilman William M. Panella expressed reservations, saying, ’I hate to give a blanket agreement when we don’t know how much’ has been received from the concession stands.
Mayor Anthony Mastrangelo then commented that the city has yet to receive $4,200 from the association under a maintenance agreement that was approved by council earlier this year.
’They’ve breached their contract at this point,’ he said.
Under that agreement, the association was to have made a $2,100 payment by May 21 and another $2,100 payment by July 31. The payments are to cover the city’s cost for cutting the grass at the ballfields.
Sands said the maintenance agreement is separate from the concession agreement.
Panella said he believes the two ’go hand in hand.’
’I don’t want to extend a contract when they may have defaulted on another.’
Bucci told the city officials, ’I’d be happy to give you what we spend,’ adding he will provide them with a financial report.
