New Castle City Council received a proposal for a restaurant and office on the North Hill Tuesday night.

Bill Kosciuszko, who owns property at Winter and Highland Avenues — site of the former Tanner-Reynolds Funeral Home — presented his plans to the lawmakers at their work session.

The property is in a transitional zone. Assistant city solicitor Jason Medure said the city’s zoning ordinance prohibits restaurants in a transitional zone.

However, Medure plans to meet with Kosciuszko to discuss the proposal.

Kosciuszko said the first floor of the building has 2,500 square feet, 600 of which he proposes for a restaurant. The rest would be used for an office.

The two upper floors would be rentals, he said.
