A 19-year-old New Castle man was apprehended Tuesday by a Ellwood City police K-9 dog.
The man was reportedly wearing all black and prowling between several residences on Crescent Avenue and Cherry Way.
When police attempted to stop the man, he fled the scene by foot. An officer deployed a Taser gun at the suspect but missed. The K-9 police dog then stopped the man on Park Avenue.
The man faces prowling charges.
