On the Record: Today’s district judge reports

NEW CASTLE — District judges


•James Calvin Andelmo II, 45, of New Castle, charged by New Castle police with burglary, criminal trespass, theft, receiving stolen property and criminal mischief.

New Castle Code Enforcement charged the following:

•Billie Ann Niglio, 26, of New Castle, exterior paint violation.

•Nancy J. Fornataro, 58, of New Castle, four counts of vacant land and structure violation.

•Diane Frasso, of New Castle, accumulated rubbish or garbage.


Union Township police charged the following:

•Steven Michael Kent Jr., 23, of New Galilee, retail theft.

•Rose DeeAnn Sklenchar, 45, of New Castle, retail theft and conspiracy.

•Charles T. Cialella, 22, of New Wilmington, aggravated assault, terroristic threats, disorderly conduct, harassment and public drunkenness and similar misconduct.

•Brenda Lee Ryhal, 33, of Bessemer, retail theft, disorderly conduct and conspiracy.


•Sean E. Minteer, 23, of New Castle, charged by the Lawrence County district attorney with failure to apply for dog license, failure to produce license and vaccination against rabies required.


•Christopher Mont Welch, 19, of New Wilmington, charged by New Wilmington police with disorderly conduct.
