NEW CASTLE — David B. Rishel

•Larry A. Withrow, 64, of New Castle, charged by state police with theft by unlawful taking and theft by deception.

Shenango Township police charged the following people:

•Hazel J. Ryhal, 41, of New Castle, unauthorized use of a motor or other vehicle.

•Thomas E. Gennock, 49, of New Castle, retail theft.

New Castle police charged the following people:

•Nicholas A. Perrine, 26, of New Castle, abandoning any dog within the commonwealth.

•Leo Z. Delfosse III, 38, of New Castle, non-removal of dog feces.

The Pennsylvania Game Commission charged the following people:

•Jordan L. Macri, 22, of New Castle, use of artificial or natural bait violation and stand or platform damage to a tree.

•David Chandler Snyder, 21, of New Castle, stand or platform damage to a tree.

New Castle police charged the following people:

•Paul Gravatt, 32, of New Castle, simple assault and harassment.

•Ryan K. Trimble, 41, of New Castle, furnishing drug free urine-use or attempt.

•Paul Rogers, 33, of New Castle, harassment.

•Vickie Lawson, 53, of New Castle, disorderly house.

•Starlett Dionne Murphy, 39, of New Castle, robbery and theft by unlawful taking.

New Castle's code enforcement department charged the following people:

•Herb A. Hillabrand, 58, of Wheaton, Ill., failure to cut weeds or grass, failure to cut trees and prohibited use.

•Timothy J. Pica, of New Castle, failure to cut grass or weeds and prohibited use.

•David Ryan Weisz, 36, of Ellwood City, charged by Ellwood City police with harassment.

•Ivy J. Lanthier, 43, of New Castle, charged by state police with aggravated assault, discharge of a firearm into an occupied structure, unlawful restraint, simple assault, recklessly endangering another person and harassment.

•Mark John McConahy, 33, of Edinburg, charged by Mahoning Township police with three counts of theft by unlawful taking and receiving stolen property.

•Charles Thomas Cialella, 21, of New Castle, charged by Shenango Township police with three counts of terroristic threats, resisting arrest, disorderly conduct and public drunkenness and similar misconduct.

•Russell C. Houk Jr., 45, of New Castle, charged by the Lawrence County district attorney with pet confinement and control violation
