District judges

New Castle police charged the following people:

•Dolly Brown, 30, of New Castle, retail theft.

•Diane Arnold, 33, of New Castle, disorderly house.

•Charles Edward Quinn II, 27, of New Castle, defiant trespass.

•James Lytle of New Castle, harassment.

New Castle’s code enforcement department charged the following people:

•Joseph Conlon of North Oxford, Mass., failure to cut weeds or grass and sanitation of exterior property areas violation.

•Stephanie A. Giscombe, 44, of New Castle, failure to cut weeds or grass and failure to board and secure.

•Linda Woods of West Pittsburg, failure to cut weeds or grass.

State police charged the following people:

•Robert Steven Guthrie, 25, of Koppel, theft by unlawful taking and conspiracy.

•Jeffrey Scott Seybert, 48, of Beaver Falls, conspiracy-theft by unlawful taking.

•Thomas Wesley Ketterer, 30, of Wampum, driving under the influence, first offense-driving under the influence, driving while operating privileges suspended or revoked, driving at an unsafe speed, careless driving and failure to use safety belt.

•Reginald Murphy, 26, of New Castle, charged by New Castle police with two counts of aggravated assault and one count each of simple assault, criminal attempt and making repairs to or selling offensive weapons.

•Daniel R. McConahy, 18, of New Castle, charged by Shenango Township police with corruption of minors, selling or furnishing liquor to minors, disorderly conduct and purchase of an alcoholic beverage by a minor.

Scott A. McGrath

•Hunter Lee Sowers, 20, of Pulaski, charged by state police with intent to possess a controlled substance, use/possession of drug paraphernalia, harassment, disorderly conduct and two counts of simple assault.

Pulaski Township police charged the following people:
