NEW CASTLE —
A North Hill man accused of running over two boys, killing one, has waived his charges to court.
New Castle police Thursday withdrew, then refiled, charges against Virgil Eldon Coonfare, 67, of West Moody Avenue.
He now faces 21 charges in connection with an accident Nov. 25 on Winslow Avenue.
On that afternoon, police said, Coonfare drove a yellow pick-up truck from Stanton Avenue onto Winslow, climbed an embankment into a yard and struck the two children. The accident killed Octavius Stone, 7, of Winslow Avenue, and injured Emil “Ozzy” Velez, 9, of Volant who had been playing in front of Ozzy’s grandmother’s house.
Lawrence County District Attorney Joshua Lamancusa said the original three charges were withdrawn Thursday because police had additional charges to file. Most of the new charges are summary motor vehicle violations.
Coonfare, represented by defense attorney David Acker, was arraigned on the refiled charges Thursday before District Judge Scott McGrath. He remains free on $25,000 bond.
The original charges are homicide by vehicle while under the influence of a controlled substance, aggravated assault by vehicle while driving under the influence, driving while under the influence of alcohol or a controlled substance. The additional charged are: two counts of causing an accident resulting in death or personal injury, two counts of causing accident involving death or personal injury while operating privilege was revoked or suspended, driving while operating privilege is suspended or revoked, four counts of reckless driving, driving an unregistered vehicle, three counts of driving on the sidewalk, two counts of involvement in an accident that caused damage to unattended vehicles, two counts of failing to provide information or render aid following a motor vehicle accident, and driving a vehicle with no bumpers.

Robbery charges withdrawn
Charges against Justin Anthony Barry, who was accused in a robbery, have been withdrawn. New Castle police had arrested Barry, 25, of Apt. F, 1214 Highland Ave., earlier this month and charged him with robbery, aggravated assault, terroristic threats, recklessly endangering another person, theft and receiving stolen property.

Three more plead guilty in oxycodone ring
Three more New Castle residents pleaded guilty in federal court to a charge of violating the federal drug laws.
Christopher Klingensmith, 38, of Vine Street, James Cracraft, 39, of Randolph Street and Thomas Klingensmith Jr., 40, of Bellair Drive, pleaded guilty to one count of conspiracy before U.S. District Judge Arthur J. Schwab.
U.S. Attorney David J. Hickton made the announcement Tuesday. -

Inmate files federal suit for alleged beating
A Lawrence County jail inmate is accusing corrections officers of abusing and mistreating him after his arrest. An attorney for Scott J. Lauderbaugh Jr., 29, of Mercer filed a lawsuit Friday in U.S. District Court against five corrections officers, alleging they violated Lauderbaugh’s civil rights by beating up on him “maliciously and sadistically” upon his admittance to the jail Feb. 5.

Pain doctor’s trial gets under way
An attorney defending a pain management doctor claims his client dispensed prescriptions within the parameters of the law. A Pennsylvania attorney general’s deputy said she intends to prove that 61-year-old Dr. Van Edward Scott had prescribed powerful and highly addictive drugs to at least eight patients in Lawrence County and that he prescribed the drugs to three patients who were drug-dependent.

Kylee Barletto Hearing: Judge lowers bond for woman accused in Shenango officer’s death
Charges against the woman accused of killing a Shenango Township policeman have been held for court. However, bond for Kylee Gwen Barletto, 26, of 693 Hoover Road was lowered, with the condition she be placed under house arrest if she is released.
