•Juliann Holmes of New Castle, charged by the Pennsylvania Office of Inspector General with fraud in obtaining food stamps or assistance.

New Castle’s code enforcement department charged the following people:

•Rose Boak of Beaver Falls, transfer of ownership violation.

•Todd Laughley of New Castle, failure to vacate violation.

•Jonathan Francis Fellion, 45, of New Castle, accumulation of rubbish or garbage.

•Kurtis Helbling, 23, of New Castle, window, skylight and door frames violation and accumulation of rubbish or garbage.

•Sarah Marie Wrzesinski, 25, of New Castle, window, skylight and door frames violation and accumulation of rubbish or garbage.

•Clara E. Smith, 25, of New Castle, accumulation of rubbish or garbage and window, skylight and door frames violation.

•Clara E. Smith, 25, of New Castle, failure to board and secure.

New Castle police charged the following people:

•Carlos Anthony Thompson, 37, of New Castle, criminal homicide, murder of the first degree, robbery and possession of firearm prohibited.

•Crystal Ann Thompson, 36, of New Castle, indecent assault, corruption of minors and rape of a person less than 13.

•Natalie McKee of New Castle, theft by unlawful taking.

•Mandy Jo Strickler, 31, of New Castle, intent to possess a controlled substance and use/possession of drug paraphernalia.

Ellwood City police charged the following people:

•Dustin Craig Nicoll, 35, of New Castle, criminal trespass and public drunkenness and similar misconduct.

•Anna May Stafford, of Ellwood City, endangering the welfare of children and simple assault.

•Lisa Frazier of New Castle, charged by Shenango Township police with pet confined within the premises of the owner violation.

The Shenango school district charged the following people:

•Margaret L. Yhelka, 55, of New Castle, violation of compulsory attendance required.

•Michele Davis of New Castle, compulsory school attendance violation.

Jennifer L. Nicholson

•Craig Michael Trumbull Sr., 42,of Greenville, charged by Union Township police with retail theft.

•Justin Andrew Stauffer, 32, of New Castle, charged by state police with rape-forcible compulsion, sexual assault, unlawful restraint and indecent assault-forcible compulsion.

Scott A. McGrath

•Scott Pendel of New Castle, charged by the Neshannock school district with violation of compulsory attendance required.

State police charged the following people:

•Jonathon Benjamin Coates, 27, of New Castle, two counts each of robbery and conspiracy and one count each of robbery of a motor vehicle, theft by unlawful taking and simple assault.

•Courtney Marie Probst, 20, of New Castle, two counts of robbery and conspiracy and one count each of robbery of a motor vehicle, theft by unlawful taking, simple assault and harassment.
