•Arrest. Theodore J. Irwin, Volant, was charged with making false reports to law enforcement officers, false alarms to agencies of public safety, and making unsworn false statements to authorities. Police said Irwin claimed to have been robbed of $200 at gunpoint at 7:10 p.m. Friday at Mitchell and Mercer roads. Police said they had determined Irwin actually had spent $200 on losing lottery tickets.

•Attempted theft/vandalism. Someone cut a hole in a fence at APBN Inc., 4412 Route 422, Sunday or Monday and took three commercial truck batteries. Police said the thief then connected the batteries to a truck with commercial equipment attached to it and appeared to attempt to start it to steal it. Anyone with information, or who saw anything suspicious in the area, is asked to call Pulaski police at (724) 964-8891, extension 104.

STATE

•Theft. Police said someone stole gold jewelry valued at $550 from an Eastbrook Road Home between 10 a.m. Sept. 2 and 7:30 p.m. Sept. 5.

•Theft. A resident of Main Street in Bessemer reported the theft of various Halloween decorations from his porch between 9:30 a.m. and 11 p.m. Sunday.

•Theft. Someone stole a two-wheel, gray Schwinn woman’s bicycle with a rack, valued at $130, from under the deck of a home on McClain Road in North Beaver Township. The theft occurred about 2 a.m. Friday.

•Theft. A Harlansburg Road man reported someone stole and used his debit card between 5 p.m. Sept. 2 and 5 a.m. Sept. 3.

•Accident. Police said Anthony J. Dixon, 21, of Youngstown, was eastbound on Graham Road in Mahoning Township about 1 a.m. Sept. 5 when he crossed the road and struck several poles along a driveway. The car rolled onto its passenger side and Dixon fled, according to police. No injuries were reported. Police said Dixon was charged with numerous traffic violations, including careless driving.

•Scott R. McCoy, 38, of New Castle, was cited by the Pennsylvania Fish and Boat Commission for littering near waters.

•Seth Michael Blank, 21, of New Castle, distribution of a small amount of marijuana not for sale, possession of drug paraphernalia and a traffic violation.

•John Glenn Salomon, 25, of New Castle, retail theft.

•Linda J. Walker, 45, of New Castle, disorderly house.

•Rodney S. Walker, 42, disorderly house.

•Delilah R. Pope, 23, of New Castle, harassment.

The following people were cited by the New Castle Code Enforcement Department:

•Samuel Allen, 42, of New Castle, failure to obtain a building permit, high grass and front porch railing violation.

•Jaered Andrews, 32, of New Castle, failure to obtain a building permit.

The following people were charged or cited by Ellwood City police:

•Kristy Lynn Taylor, 27, of Ellwood City, access device fraud and theft by deception.

•John Thomas Lucchesi, 16, of Ellwood City, purchase of alcohol by a minor, curfew violation and criminal trespass.

•Scott A. Jackson, 17, of Wampum, criminal trespass and curfew violation.

•Brett Craig, 16, of Ellwood City, criminal trespass.

•William Ray Suszynski, 38, of Wampum, charged by the Pennsylvania State Police with public drunkenness and harassment.
