Two women face prostitution charges

NEW CASTLE — The New Castle police street crimes unit has arrested two women for alleged prostitution within the past week.

A Crestview Gardens woman is accused of prostituting herself on the city’s South Side Saturday night.

Tammy Herb, 39, of 1A, 1136 Parkwood Court, is charged with prostitution and related offenses after she allegedly was solicited by an undercover officer.

The plainclothes officer reported he had been driving an unmarked car on South Mill Street when he saw Herb standing near the intersection of East Home Street around 12:30 p.m.

He said she got into his car and exposed her breasts and told him to touch her. He said he asked her why, and she replied, “So I know you’re not a cop.”

He told the woman he is not a cop, he reported, and she said she charges $20. He said he drove her to a parking lot, which was a planned take-down area, and he and three other officers arrested her.

Police said Herb was convicted in a 2006 prostitution incident.

Unit officers in plain clothes arrested Pamela Ester Kelley, 53, of 910 Clarence Ave. for allegedly soliciting them on the lower East Side Wednesday.

Police said they were driving on Crawford Avenue near Rock Avenue around 1 a.m. when they saw Kelley standing on a sidewalk. They drove past her and she appeared to be trying to get their attention, they said.

The officers pulled over and asked if she was working, and she said she never gets into a car with two men, but she told one policeman that if he were alone, it would cost him $40 for oral sex, according to reports.

The officer dropped his partner off with other police, he said, and found Kelley standing at the bottom of the Croton Avenue hill. She got into his car and told him everything would cost $80, he reported. Then she detailed what that would include.

The other officers removed Kelley from the cruiser and told her she was facing charges. She then was released to a family member and charged with prostitution.

Both women are to receive summonses in the mail to appear in court.
