Broken tail light leads to drug arrests

NEW CASTLE — A bad tail light resulted in two men being charged with drug possession.

Joseph A. Cangey, 45, of 516 Norwood Ave. and front seat passenger Desmond Cochrane, 35, of East Lucius Avenue, Youngstown, were arrested by Neshannock Township police and arraigned by District Judge Scott McGrath.

Cangey is charged with three counts of possession of a suspected controlled substances with intent to manufacture or deliver, possession of marijuana and use or possession of drug paraphernalia.

Cochrane is charged with possession of a concealed firearm without a license and receiving stolen property. He remains in the Lawrence County jail on $25,000 bond.

Police said charges are pending against the vehicle’s driver, Charles Habib, 45, of 204 Mapeat Lane.

Officers said they observed a rear brake light out on a vehicle traveling from Wilmington Road onto Euclid Avenue about 12:25 a.m. Friday and pulled the car over.

Officers said they noticed a strong smell of marijuana coming from the car and saw what appeared to be marijuana and drug-related items in plain view inside the vehicle.

Working with the New Castle police and the city’s K-9 officer, they searched the car, with the consent of the owner. Officers said a firearm, believed to have been stolen from Boardman, Ohio, was found under the front seat. Also found were two bags each of suspected crack cocaine and suspected marijuana, $400 in cash, several cell phones, and a digital scale.
