Counseling center recommended by planning commission

NEW CASTLE — The New Castle Planning Commission has recommended approval for a conditional use request for a drug and alcohol counseling center.

R&K Partners LP, which owns the property at 413 Highland Ave., requested the conditional use.

White Deer Run of New Castle, which has been located at the FirstMerit building on Mill Street, will be moving to the site, according to Robert DelSignore of R&K Partners.

The property is in a C-1 general business district of the Second Ward.

The recommendation goes to city council, which has the final say.
