•Flight. Police cited Colby J. Marshall, 21, of 5213 Ellwood Road, with flight to avoid apprehension, resisting arrest and possession of drug paraphernalia after he allegedly ran from officers about 10:30 a.m. May 15. Police said they saw Marshall outside an East Washington Street business. Officers said they used a Taser when Marshall failed to comply with commands.

•Theft. A 16-gauge pump shot gun owned by a Croton-area resident was stolen from his vehicle before 10:50 a.m. May 15.

•Resisting arrest. Police charged Maximilian E. Knechtel, 35, of 1448 Parkwood Court, with resisting arrest and disorderly conduct after officers were called to Parkwood Court, Crestview Gardens, about 2 p.m. May 15 to assist a state constable serving a warrant.

•Cited. Police cited Joshua Chandler, 20, of 1313 Sciota St. with defiant trespass after allegedly seeing him at Crestview Gardens at 5:30 p.m. May 15. Police said Chandler has been on a “no trespass” list at Crestview Gardens since Nov. 10, 2011.

•Criminal mischief. Police said someone threw something at a car traveling on Falls Street at 9 p.m. on May 15. Police said the object struck the vehicle’s right fender, leaving a small dent with white residue.

•Cited Martha Savage, 37, of 219 N. Beaver St., was cited for possession of drug paraphernalia and providing false identification to police after officers stopped a vehicle in which she was a passenger in an alley behind North Ray Street about midnight on April 8.

•Trespass. Police said someone apparently entered an empty house in the 100 block of East Laurel Avenue sometime before 10 a.m. on Tuesday. Officers said a piece of plywood that had secured the property was broken and permitted access.

•Charged. Thomas Hughes Kimbell, 51, of Ridge Avenue was charged with possession of drug paraphernalia after police said they found him and another man emerging from a wooded area on Pennsylvania Avenue about 5:30 p.m. May 16. Offiers said he had a crack pipe in his possession and they found another pipe which Kimbell said was his but that he had thrown when he saw the officers.

New Castle police charged the following people:

•Ronald Eugene Clark II, 40, of New Castle, three counts of intent to possess a controlled substance, two counts of manufacture, delivery, or possession with intent to manufacture or deliver and one count each of possession of firearm prohibited, conspiracy, endangering the welfare of children and use/possession of drug paraphernalia.

•Michael Scott Cottrill, 24, of New Castle, three counts of intent to possess a controlled substance and one count each of manufacture, delivery, or possession with intent to manufacture or deliver, conspiracy, endangering the welfare of children and use/possession of drug paraphernalia.

•Ashley Marie Ostrawski, 24, of New Castle, manufacture, delivery, or possession with intent to manufacture or deliver, conspiracy, endangering the welfare of children, intent to possess a controlled substance and use/possession of drug paraphernalia.

•Kijhana Daniel Cummings, 38, of New Castle, two counts of intent to possess a controlled substance and one count each of conspiracy, endangering the welfare of children and use/possession of drug paraphernalia.

•Jennifer Perrine, 30, of New Castle, disorderly conduct.

•Perry Seaburn, of New Castle, charged by dog law enforcement with pet confined within the premises of the owner violation and failure to have dog or cat vaccinated.

•Shannon D. McClymonds, of Ellwood City, charged by the Lawrence County Career and Technical Center with compulsory school attendance violation.

•Shonna L. Daniels, of Youngstown, Ohio, retail theft, receiving stolen property and driving without a license.

•Mary Ann Trujillo, 53, of New Castle, driving under the influence, disregarding traffic lane and reckless driving.

State police charged the following people:

•Cameron Gerard Rossi, 19, of New Castle, driving under the influence and use/possession of drug paraphernalia.

•Derrick Lamont Burns, 21, of New Wilmington, possession of marijuana.
