•Alvin Emery, 70, of New Castle, charged by the Lawrence County sheriff with defrauding secured creditors.

New Castle police charged the following people:

•Devin Bongivengo, 18, of New Castle, receiving stolen property, possession of firearm prohibited, firearms not to be carried without a license, loitering and prowling at night, purchase of an alcoholic beverage by a minor and public drunkenness and similar misconduct.

•James Perry Cavaricci, 56, of New Castle, three counts of driving under the influence and one count each of reckless driving and careless driving.

•Joesph A. Cangey, 46, of New Castle, intent to possess a controlled substance and use/possession of drug paraphernalia.

•Christopher Lee Smiley, 32, of New Castle, intent to possess a controlled substance, possession of marijuana, driving while operating privileges suspended or revoked and driving with no rear lights.

•Terry N. Hill Jr., 31, of New Castle, theft by deception and receiving stolen property.

•Michael Patrick Quear, 19, of New Castle, receiving stolen property and two counts of conspiracy.

•Debra Ann Colbert, 57, of Wampum, charged by state police with simple assault and harassment.

 Ellwood City police charged the following people:

•Tyrone David Freed, 47, of Wampum, public drunkenness and similar misconduct.

•James Grim III, 26, of New Castle, defiant trespass.

The Lawrence County district attorney charged the following people:

•Glenn Samuels of New Castle, failure to produce license and failure to have dog or cat vaccinated.

•Gloria Marie Quinn, 56, of New Castle, two counts each of cruelty to animals, failure to have dog or cat vaccinated and failure to produce license and one count each of terroristic threats, disorderly conduct and failure to keep dog licensed.

•Herbert Kilpatrick, 40, of New Castle, cruelty to animals, failure to produce license, failure to keep dog licensed and failure to have dog or cat vaccinated.

Shenango Township police charged the following people:

•Heather Ann Berardi, 42, of New Castle, public drunkenness and similar misconduct.

•James R. Braden, 48, of New Castle, public drunkenness and similar misconduct.
